Job Description

Description

The Resident Services IT department is seeking an experienced Full Stack .NET Developer to join their Software and Development team. You will work with the support team and participate in all stages of the Software Development Life Cycle to support property assessment and tax processing on the mainframe system. We are a small and streamlined, collaborative team and offer excellent work life balance.

Location and hours:

This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, 8 a.m. - 4:30 p.m. with flexibility.

While this position is designated as remote, based on current requirements hires must reside in or relocate to Minnesota. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

This is a full-time benefit earning position.

This position is eligible to receive an additional cash merit of up to $2,744.85 that can be earned annually based on performance.

In This Position, You Will

Work with the support team to participate in all stages of the Software Development Life Cycle to support property assessment and tax processing on the mainframe system :
Define requirements for system changes.
Analyze impact and risks of proposed system changes.
Make recommendations for system changes.
Create estimates for change efforts.
Create technical design specifications, test plans, and other support documentation.
Execute and implement change plans.
Work with business partners to understand business needs.
Collaborate across matrixed organization to deliver technical support to our business partners.
Serve as a technical liaison between business departments and IT department.

Need To Have

One of the following:
Six years or more of IT experience.
Completion of five college/vocational technical technology courses and five years or more of IT experience.
Completion of an approved IT Hennepin County internship and five years or more of IT experience.
An approved IT certificate and five years or more of IT experience.
Two-year college/vocational technical degree in a technology field and five years or more of IT experience.
Bachelor's degree in a technology field and three years or more of IT experience.
Master's degree or higher in a technology field and one year or more of IT experience.

Nice To Have

Six years or more of technical experience in Microsoft technologies such as Cloud application development using Azure .Net Core, C# and API Management.
Expert knowledge of Net Core frameworks, with a strong understanding of modern software architecture and development best practices.
Five years or more of front-end development experience with Angular (v12+), including strong skills in TypeScript, HTML, and CSS.
Five years or more of experience designing and deploying cloud solutions using Azure services such as Azure Functions, Azure Data Factory, Cosmos DB, and Azure SQL Database.
Experience building responsive, modern user interfaces using Angular Material and Prime NG.
Experience with Azure DevOps, including setting up and maintaining CI/CD pipelines and automating build and deployment processes.
Working knowledge of:
Microservices architecture, Domain-Driven Design (DDD), and Test-Driven Development (TDD).
Modern testing tools and frameworks across the front-end and back-end.
Ability to:
Apply SOLID principles and clean architecture in day-to-day development.
Navigate and manage resources through the Azure portal.

About The Department

Resident Services IT (RSIT) manages the overall technology for the Assessor’s Office, Elections Department, Service Center Department, Library, and Examiner of Titles, in addition to the Land Information and Tax Services Department which includes the Strategy and Support Division, Recorder and Registrar of Titles Office, Survey Division and Property Tax Division.

RSIT serves our customers through strong partnerships, advocacy, business competency and technical expertise. Our mission is to be a strategic technical liaison, bridging our customers' business objectives with the County's technology mission.
